International Student Admissions
Our university has a Language Center that offers Chinese language courses. For more details, please contact: +886-4-23924505#5168.
Applicants applying as international students must have proficiency in listening, speaking, reading, and writing Mandarin. It is recommended to study Mandarin at a local or Taiwanese language center to a certain level before applying.
Ethnic Chinese from certain regions (e.g., Malaysia, Thailand, Indonesia) can apply as either "International Students" or "Overseas Chinese Students." The distinction depends on the application channel and method. Once a status is chosen for admission, it cannot be changed for six years. For example, if a Malaysian student participates in the "Unified Examination" (同考) and is assigned as an "Overseas Chinese Student," they cannot later apply as an "International Student," and vice versa.
International Student Scholarships
"Outstanding International Student Entrance Scholarship"
A tuition and fee waiver for the first semester of study. In principle, this is limited to 20 undergraduate and 15 graduate students.
"Academic Excellence Scholarship for International Students"
- Scholarship: A 50% waiver of tuition and credit fees for the semester, plus a stipend of NT$10,000.
- Grant: A 50% waiver of tuition and credit fees for the semester, plus a stipend of NT$8,000.
The university provides a pick-up service. However, new students must first travel from Taoyuan Airport to Taichung Railway Station. We will arrange for pick-up from the station to the university.
Our university does not currently offer full dormitory fee waivers for new students. However, new students may apply for other relevant scholarships.
Our university currently has new dormitories (male/female), but they are only available for first-year new students.
International Student Off-Campus Work
I. Work Permit
Required Documents
1. Bureau of Employment and Vocational Training (BEVT) Application Form
2. NCUT Application Certificate
3. One photocopy of student ID card (on application form)
4. The academic transcript from your most recent two-semesters of degree courses.
5. One photocopy of passport and ARC
6. One 2-inch photo (on application form)

8.Proving Documents (any one of following documents is acceptable)
(1) Specific proof of the applicant’s financial difficulty in supporting his or her living or education. Please explain the reasons on the NCUT application certificate
(2) Proof that the applicant is needed for the academic work at the educational institute he or she is enrolled at. The proof should be issued by the educational institution which requests the student’s participation. It should be attached or be pasted on the reason column of NCUT application certificate.
(3) Proof of the applicant’s need of doing off campus intern in relation to his or her studies. The proof should be issued by the department which gives the course. It should be attached or be pasted on the reason column of NCUT application certificate.
9.All copies should have the signature of the applicant and be annotated with the words “conform to the original document” in Mandarin (「與正本相符」)
Application Procedure
1.Fill in the application forms and prepare the required documents
2.Have the application stamped from the adviser or academic institute of the applicants.
3.Prepare relative proving documents (see point 8 in Required Documents).
4.Have the application and all documents stamped at OIA
5.Take the application form and all documents to Bureau of Employment and Vocational Training or mail them with registered post with receiver’s name as 職訓局綜合規劃組(申請聘僱外國專業人員)
Other Regulations
1.The status of international students in Taiwan should be in accordance with the regulations of Ministry of Education
2.The applicants are required to have either spent two semesters studying degree courses or a one-year language course in Taiwan.
3.The period validity of a work permit is 6 months at most.
4.For applications made in the first semester, the work permit is valid until March 30th of the next semester; for applications made in the second semester, the work permit is valid until September 30th of the same year.
5.The maximum working hours are 16 hours per week, except during summer and winter vacation.
6.Bureau of Employment and Vocational Training has the right to revoke the permit if the applicants do not follow the regulations.
7.According to Employment Services Act, foreigners who work without a work permit will be fined from NT$30,000 to NT$150, 000.
8.Students should return the work permit (if valid) to Office of Affairs if they suspend or discontinue their schooling.
Application for Renewal of the Work Permit

For international students who wish to work in Taiwan (either on campus or off campus), they are required to apply for and obtain the work permit before starting work. Please note that if you hold a job without applying for the work permit, you may be fined for NT$30,000 – 150,000!
Required Documents for Applying for an Alien Resident Certificate (ARC)
Alien Resident Certificate (ARC)
The Alien Resident Certificate (ARC) is like a temporary ID card for international students in Taiwan. It is your official proof of legal residence in Taiwan, so it is extremely important for every international student! Please keep it safe and always pay attention to the validity period of your ARC!
In addition, whether you enter Taiwan with a resident visa, or you obtain or switch to a resident visa within the Republic of China (Taiwan), you must apply for an ARC and a re-entry permit at the local service center of the National Immigration Agency, Ministry of the Interior, within 15 days from the day after your arrival or from the date your resident visa is issued. (Otherwise, you may be fined between NT$10,000 and NT$50,000.)
I. Required Documents
(一) First-time ARC application:
1.Application form for alien residence/stay case.
2.Two 2-inch photos.
3.Original passport and one photocopy (please photocopy the page with your photo first).
4.Student ID card or Certificate of Enrollment issued by the Registration Section (Registrar’s Office).
5.For students renting off campus, please attach the lease agreement and the water/electricity bill for that address from the previous month; for students living on campus, please attach a dormitory residence certificate issued by the Office of Academic Affairs.
6.If you authorize another person to apply on your behalf, you must complete the letter of authorization on the application form and sign it personally.
(二) ARC extension:
1.Application form for alien residence/stay case.

Living in Taiwan as an International Student
1.Driver’s License/Transportation
Important Information for Foreigners Applying for a Driver’s License in the Republic of China (Taiwan)
I. Applying for a Car Learner’s Permit(not required for scooter/motorcycle license applicants)::
(1) Identification document (attach proof of permitted stay or residence in Taiwan for at least 1 year).
(2) Three 1-inch glossy photos, taken within the last 6 months, with a plain background, no hat, clear facial features, front upper-body shot, in black-and-white or color. Composite photos are not accepted.
(3) One driver’s license application form with qualified results from the physical examination and physical fitness test.
1.For the physical examination and physical fitness test, please go to a public hospital, local health center, or a hospital/clinic/group designated by the Motor Vehicles Office.
2.If you have already passed the physical examination when applying for the learner’s permit, you are exempt from re-examination within one year.
(4)Fee: NT$100.
(5) Applicants must be at least 18 years old.
II. Applying for a Car Driver’s License:
(1) Required documents:
1. Identification document (attach proof of permitted stay or residence in Taiwan for at least 1 year).
2. Learner’s permit (you must have held it and practiced driving for more than 3 months)
3. Three 1-inch glossy photos, taken within the last 6 months, with a plain background, no hat, clear facial features, front upper-body shot, in black-and-white or color. Composite photos are not accepted.
4. One driver’s license application form with qualified results from the physical examination and physical fitness test.
5. Test registration fee NT$450, license issuance fee NT$200.
(2) Notes:
1. Applicants for an ordinary driver’s license must be at least 18 years old. (Foreign nationals are not allowed to apply for a professional driver’s license.)
2. The license will be issued only if both the written test and the road test are passed. If you fail the written test, you may retake it 7 days later. If you fail the road test, you may make a new appointment immediately and retake it after 7 days.
3. The physical examination result and written test score are valid for 1 year.
4. The validity period of the driver’s license will be issued according to the validity of your permitted stay or residence document.
III. Applying for a Scooter/Motorcycle Driver’s License:
(1) Required documents:
1. Identification document (attach proof of permitted stay or residence in Taiwan for at least 1 year).
2. Three 1-inch glossy photos, taken within the last 6 months, with a plain background, no hat, clear facial features, front upper-body shot, in black-and-white or color. Composite photos are not accepted.
3. One driver’s license application form with qualified results from the physical examination.
4. Test registration fee NT$250, license issuance fee NT$200.
((2) Notes:
1. Applicants must be at least 18 years old.
2. Holders of a valid car driver’s license may drive a light scooter (light motorcycle).
3. The license will be issued only if both the written test and the road test are passed.
A. Applicants for a light scooter license (50cc or below) are exempt from the road test.
B. Applicants holding a valid car or light scooter license who apply for an ordinary heavy scooter/motorcycle license (over 50cc and under 250cc) are exempt from the written test.
C. Applicants for a large heavy motorcycle license (over 250cc) must have held an ordinary heavy motorcycle license for more than 1 year, have completed training at a registered driving training institution, and pass another physical fitness test before they are eligible to apply.
4. If you fail either the written test or the road test, you may retake it after 7 days.
5. The physical examination result and written test score are valid for 1 year.
6. The validity period of the driver’s license will be issued according to the validity of your permitted stay or residence document.

2.Opening a Postal/Bank Account
Opening an Account at the Post Office / First Bank
1) Post Office
Required documents for opening an account at the post office:
(1) Passport.
(2) ARC (Alien Resident Certificate).
((3) Student ID card. (If you have not received your student ID yet, a Certificate of Enrollment may be used instead.)
(4) Certificate of Enrollment. (Applicants under 20 years old must provide this; the post office will photocopy it and return the original.)
(5) Personal seal (chop).
(6) At least NT$10 as an initial deposit.
2) First Bank
Below are only the required documents for opening an account at First Bank. If international students wish to open an account at other financial institutions, they may also consult our office.
(1) Passport.
(2) ARC (Alien Resident Certificate).
(3) Initial deposit: NT$1,000.
(4) Personal seal (chop).
(5) Apply in person at any branch of First Bank.

From Taichung Railway Station to Feng Chia Night Market, you can take Quan-Hang Bus Route 5, Taichung Bus Routes 33 or 35, or Renyou Bus Routes 22, 25, 45, or 125. The average travel time is about 35–40 minutes.
For Quan-Hang Bus Route 5, board at the “Chenggong Intersection” stop near the intersection of Jianguo Road and Chenggong Road.
For Taichung Bus Routes 33 and 35, board at the plaza in front of the railway station.
For Renyou Bus Routes 22, 25, 45, and 125, board at the Renyou East Station on Lüchuan East Street.
Get off at “Feng Chia University” stop on Fuxing Road for Taichung Bus Route 33 and Quan-Hang Bus Route 5; get off at “Feng Chia University” stop on Fengjia Road for Taichung Bus Route 35 and Renyou Bus Routes 22, 25, 45, and 125.
